OSRS combat level breakpoints
Combat level has two parts. Defence, Hitpoints and half of Prayer build the base; the larger of melee, ranged or magic then becomes the dominant style. Training a non-dominant attack style may add no combat levels until it overtakes the current winner, which is why a raw level total is not enough for pure or low-combat planning.

How is combat level calculated in OSRS?
Base = 0.25 x (Defence + Hitpoints + floor(Prayer/2)). Then the highest of melee 0.325 x (Attack + Strength), ranged 0.325 x floor(Ranged x 1.5), or magic 0.325 x floor(Magic x 1.5) is added, and the total is rounded down.
What is the highest combat level in OSRS?
126 on a main account (99 in every combat stat). Fresh accounts start at combat level 3.
Does Prayer really affect combat level?
Yes - every 2 Prayer levels add 0.25 x 1 to your base, so 8 Prayer levels raise your combat by 1. That is why pures plan Prayer in even numbers.
